How do you delete a category?

Removing all references to a category (i.e. all Category: tags in articles) and possibly also deleting the content of the category page itself seems to have made this category disappear from the category listing Special:categories (although this talk page itself still lingers on!)
Maybe deleting the contents of an article deletes it too?
