In practice one can just clip a few bits together on the bench and use it, though for safety reasons I could only recommend a cased version.
Reality is we get a steady trickle of people with disruptive rcd problems on ukdiy, and the majority aren't willing to buy a megger.
Also there are always poor diyers, people out of work etc. Not a loud voiced segment on ukdiy, but they're certainly out there, trying to not spend money.
