When I built my own system, my approach was very much a first fix (empty cabinet, back boxes, cables) followed by a second fix (patch panel, RJ45 face plates, initial patching). This was partly because the face plates arrived late, but really the two stages need completely different tools - and the break gives an opportunity to remove most of the mess.
